We have been installing in baby care rooms in malls, clubhouses and offices more and more often in recent years. When managers first enquire, they usually ask about models and prices; by the time it comes to actual planning, what really decides whether the experience is a good one is three other things — the temperature of the water used to make up formula, anti-scald design, and who is responsible for cleaning. This article works through the considerations for a baby care room's drinking water from a facilities manager's point of view, and along the way offers parents a practical guide to finding one.
How does drinking water in a baby care room differ from a pantry?
The same dispenser has completely different requirements in a pantry and in a baby care room:
- The temperature has to be right: the Department of Health recommends making up infant formula with water no cooler than 70°C. A model with accurate temperature control means parents do not have to boil and guess, and that is the first practical difference in a baby care room's water setup.
- The user is holding a baby in one arm: dispensing has to be possible one-handed, so sensor models or models with large, clear buttons come first; the spout height and the space beneath it have to take a feeding bottle.
- Water quality matters more: water for making up formula draws more scrutiny than everyday adult drinking water. An RO (reverse osmosis) or UF (ultrafiltration) system helps reduce bacteria, viruses and impurities in the water; filtration performance depends on the system specification and on how well it is maintained — which leads into the cleaning and maintenance section below.

Anti-scald and safety design
The baby care room is where the risk of scalding is most concentrated in the whole venue — hot water, an infant and one-handed operation, all at once. Three lines to hold when planning:
- Hot water safety lock: dispensing hot water should take a double action — press to unlock, then dispense, for example. In a baby care room that is not an option, it is basic.
- Placement: keep the unit against a wall and away from the changing table and traffic corners; choose a floor material that dries quickly, and empty the drip tray daily to cut down on slipping.
- Concealing power and plumbing: exposed cables and pipework are a real risk to a toddler finding their feet, so build them into a cabinet or the wall during the fit-out or alteration — which is another reason a baby care room's water setup is best planned at fit-out stage.
Cleaning frequency and who is responsible for maintenance
A baby care room is a high-traffic public facility, so hygiene management for the dispenser needs a clear division of duties, or everyone assumes someone else has done it:
- Daily (property or cleaning team): wipe the spout and the button panel and empty the drip tray every day; the outside of the unit goes in with the venue's general cleaning.
- Periodic (supplier): cartridges are replaced on their cycle — pre-filters generally once a year, RO membranes generally every two to three years, subject to the maintenance arrangement; cleaning the internal tank and pipework is a technician's job.
- Records: keep the replacement and service dates on the unit or at the management office, so there is something to point to if a visitor complains or an internal review comes round. Bio-Link's maintenance customers do not have to keep track themselves — when the replacement month comes, we contact you to arrange it.
Visitor experience: easy to find, easy to trust
A facility done well still has to be found, and trusted:
- Clear signage: the baby care room should be signposted where it is visible on the main circulation route, with the website and the mall app listing its location and what it offers — is there warm water, is there equipment for making up formula? Parents really do check before they leave home.
- A step-free route: a pram should reach it directly, and door widths and thresholds should be confirmed at the alteration stage.
- An open facilities list: putting "water dispenser with chilled and hot water, regularly maintained" into the facilities description is itself a draw — a venue willing to spell things out earns a little more trust from parents.
Where can you find good nursing rooms in Hong Kong?
A practical guide for parents:
- Government premises with babycare rooms (as at 31 December 2024)— the official list compiled by the Department of Health.
- Major shopping centres: baby care rooms in large malls are usually on a fixed floor, and the mall website generally lists where.
- Grade A offices and mixed-use commercial developments: in projects completed or refurbished in recent years, a baby care room has become close to standard.
- Online resources: parenting communities (such as BB Gaga) carry first-hand reports from parents, and their picture of the facilities is closer to reality than an official list.
Why choose Bio-Link dispensers and filters?
Bio-Link has supplied commercial drinking water and filtration solutions across Hong Kong and Macau since 1997, serving over a thousand customers. For high-traffic facilities such as baby care rooms, our approach is:
- Filtration matched to the site: the RO or UF option is matched to the water conditions and the usage on site, and the full filtration range has been tested by SGS.
- Maintenance on a system: regular cleaning and cartridge replacement are carried out on site by technicians, and we make contact when the replacement month comes — which takes the follow-up off the management office.
- Solutions built to the requirement: model, placement and anti-scald configuration are planned around the actual space in the baby care room. You are welcome to arrange afree on-site assessment.

Closing thoughts
Whether a baby care room's water setup has been done well is something parents can feel within ten seconds: the temperature is right, it works one-handed, the unit is clean. For a venue manager this is one of the few facilities investments where the outlay is small and the word-of-mouth return is direct — provided temperature, anti-scald design and cleaning responsibility are all thought through at the planning stage.

Frequently asked questions
What water temperature should a baby care room dispenser provide?
The Department of Health recommends making up infant formula with water no cooler than 70°C. A dispenser with accurate temperature control supplies water at a suitable temperature directly, so parents do not have to boil it and wait for it to cool.
Who is responsible for cleaning the dispenser in a mall baby care room?
It usually splits two ways: daily wiping of the spout, panel and drip tray is handled by the venue's cleaning team, while cartridge replacement and internal cleaning fall within the supplier's scheduled maintenance. The safest course is to set the division of duties down in writing at the planning stage.
What needs to be provided for when installing a dispenser in a baby care room?
A water supply point, power, and — depending on the model — a drain; pipework and cabling are best concealed in a cabinet or the wall. Ideally it is planned together with the fit-out or alteration works, since retrofitting afterwards costs more.
